Rewrite RC3 chat thread ids from dot to hash (#5946)

* Rewrite RC3 chat thread ids from a dot separator to a hash.

Guest session ids can contain a dot, so partitioned threads stored as {owner}.{chat} no longer match the {owner}#{chat} ids the chat code looks up.
