Stop installing discontinued apps on Railway and Jenkins sites (#5891)

Ocean, Decorous, DataFox, Chat+ and UNA Connect are discontinued and each
puts a "You have an unsupported UNA app installed" notice in Studio. Drop
them from the module lists the Railway entrypoint and the Jenkins test
install use, so new sites no longer get them.
