Neo: merge launcher apps into the navbar's More menu only (#5877)

With remote apps on (layout.user_remote_config and layout.apps), MenuTop
merged the launcher's apps into every navbar item that has a dropdown, so a
fork's own dropdowns (Forum > Expert questions, Cases, News) showed the
whole app list instead. The merge is meant for More (`name: 'more'`), as
mergeNavbarMoreWithLauncher's name says; other dropdowns keep their items.
