Header popups: the height limit also reaches popups moved under body

The toolbar's popups (bx-sliding-menu-*, e.g. Add content) are moved under body
when they open, so the #bx-toolbar selector never capped them and a long Add
content menu ran past the bottom of the window. They are matched by id too.
